**As** an OpenProject admin
**I want to** manage multi-level custom fields in the administration
**so that** I can better describe my data structure.

**Acceptance criteria**

* Create feature flag

* Adapt data model for hierarchies of lists

* Activate hierarchies for custom fields (Enterprise Feature)

* Indent and outdent list items

* Change parent item of list item by drag drop
