**Context**
The permissions concerning the Meeting module have not been updated since the 'Classic meeting' days and are therefore not very always easy to understand. For example, currently, to add outcomes, a user needs the "close meeting agendas" permission, which does not make sense.
They require updating and streamlining.
**Acceptance criteria**
* Simpify the permissions into just these:
* View meetings (keep)
* Create meetings (keep)
* Edit meetings (keep)
* _this includes the ability to change status_
* Delete meetings (keep)
* Invite users to meetings (keep)
* Manage agendas (keep but merge with the following:)
* Create meeting agendas (remove)
* Close agendas (remove)
* Send meeting invites and outcomes to participants (keep and merge with the following:)
* Send review notification for agendas (remove)
* Send review notification for minutes (remove)
* Manage outcomes (rename from "Manage minutes")
* Update translation key `permission_create_meeting_minutes`
* Tie the ability to add/edit outcomes to this permission
