### Steps to reproduce
1. Login as instance administrator to the app
2. Open and open a work package
3. 2. Click on a new comment (or edit the description field)
4. 3. Try mentioning a user with @
### What is the buggy behavior?
* All the users of the whole instance are available (because you are global admin)
### What is the expected behavior?
1. Only the members of that project (and the work package shares) should be available
