OpenProject Install Weirdness

I installed OpenProject on Ubuntu 16.04. Initially I received an Apache server error stating that the server was misconfigured. I located the culprit.

PerlInitHandler Apache2::Reload in 00_repositories_perl.conf

I commented out that line and did an Apache restart and OpenProject appears to be working correctly, but I have no idea since this is my first install.

What does that particular directive do? Any ideas as to why it is malfunctioning? What are the consequences of commenting it out?
