Task/Issue/Package status transition to get confirmation/verification/review from other person/group

If I have a package/task/issue, and rule of my organization is forward my package/task/issue to it’s manager(or specific group) to review it and this is mandatory step which means I only can transit this object to “In review” step, how could I setup this kind of configuration?
I haven’t found how to setup this kind of configuration yet.
