Newly created user cannot create projects

Hello,

All my users are using authentication through a ldap server, and they can log in without problem, however they cannot create a project, this two years old post https://community.openproject.com/topics/3959 sugest a solution, but is not longer valid. What is the procedure now since non-member role thoes not have a project option.
