Problem with new project

Hi!

When I add new user he cant start new project. He can only add sub project. I tried edit non member tab but there is nohing about projects. Is this normal ?? Users can’t start new projects?? Is there any way to give them this option ??
Please any advise.

Ok I found :) You have to create new role and choose global role. After that you have to add this global role to user.
