Member to Add Attachment Only - No Add Task or Delete Attachments

I am a website developer. I would like my clients to be able to respond to a specific task request ie; Need 3 pictures for Home Page.

They should ideally be able to respond to that task, upload the pictures and save it. However they should not be able to delete all the pictures that are there already.

I do not want them to have the ability to add tasks at this time.

Is there a way to accomplish only the add attachment for my members?
