Unusable undeletable built in roles

What is the story with these undocumented unusable undeletable built in roles? You can rename them, and change their permissions, but that’s it. You can’t actually assign a user or group to them, and you can’t delete them. This doesn’t seem to make any sense to have roles that do nothing and can’t be used…
