The tooltip with the name is only shown when hovering over a work package.
If you have a work package without a start and end date it is important to have the name in the column on the left side since otherwise no information would be displayed.
Especially in larger timelines it can be very helpful to have the name displayed in the gantt chart on the right side since it can be difficult to otherwise relate the gantt chart to the table on the left (“jump a line”).
This is why currently this behavior cannot be modified in OpenProject.
You can however decide to add additional columns (such as start / end date, type etc.).
