bower install

I am following [[https://www.openproject.org/open-source/manual-installation/install-plugins/]] for plugins installation. It asks for

bower install

. When I typed it my server says

bower: command not found

. I ignored it and everything is ok.

What is bower for?

Sorry but I not good at Ruby :(.
