At the moment RTL languages are not specifically supported.
You can activate them in the admin settings just as other languages but there will be no changes to the location of the navigation bar etc. for instance.
If some translations are not displayed at all, it may be that the respective strings have not been translated.
You can check this by having a look at CrowdIn.
(For instance Arabic is only translated 1%.)
Feel free however to open a feature request (User story) in the “Wish List”.

The entire OpenProject will be translated into Persian by me.
