Order of notifications unclear

Ive started using open project as a tool to work collaboratively but have found the documentation to be rather vague on certain items.
At the moment I don’t understand the difference between the options for email notifications as a system wide setting versus email notifications for my user preferences versus enabling email updates on each work package? Do system wide override the user settings or is it the other way around?
Basically unless email updates are turned off on work packages or disabling email notifications altogether (system and user) everyone gets spammed.
I have seen a bug outstanding but its not been resolved yet and its not clear on how these three things come together. The documentation doesn’t even explain it.

thanks for your question.
Actually, there is a bug (see e.g. #19033) in that the admin settings do not have precedence over the user settings.
At the moment, the settings chosen in MyAccount are relevant to determine whether or not a user receives email notifications.
However, when the checkbox on notificiations is unchecked, no user should receive email notifications.
