In this site (community.openproject.org), you can change your avatar going to: /my/avatar , however in my installation there is no such option. How can I enable that option?

Changing the avatar is enabled by a separate plugin (local avatars) which is currently not publicly available.
You can however use gravatars (https://en.gravatar.com/) with your OpenProject installation if you enable the option “Use Gravatar icons” in the admin settings (“Settings” > “Display” tab > “Use Gravatar user icons”).
Do you know if the “local avatars” plugin is going to be released to the public? or its a “premium” feature?
Yes, currently I’m using gravatar, but I liked the way it works in this site: “gravatars + local avatars”.
