[improvement] Some breadcrumb inconsistencies...

I see some breadcrumb inconsistencies here and there.

Example: here in this site, go to General Discussion (https://community.openproject.org/projects/openproject/boards/6), the breadcrumb show “OpenProject - Forums” and forums is inactive, I prefer is is active, to go back to the main forum page.

Another example: user information, the breadcrumb shows “Administration - Users” but Users is inactive.

On the other side, is I’m in a work package info page, I correctly see “Project 1 - Work packages” and “Work packages” is active.
