The plugins developed internally (by Finnlabs and the OpenProject Foundation) are compatible with OpenProject 4.0 (this includes the Backlogs-Plugin).
You can find an overview of the plugins here: List of plugins.
Please note that you no longer need to add the “Plugins plugin” (which was required in OP 3.0) to your Gemfile.plugin (the support for plugins was included in the core with OP 4.0).

Sorry, I think I was not very specific in my answer: Currently, there is not yet any plugin-support for the packaged version of OpenProject.
If you plan to install plugins it is recommend to follow the manual installation for OpenProject.
For the manual installation you will still have to create a Gemfile.plugins and add the plugins you plan to use.
However, you no longer need to include the “Plugins plugin” which was a separate plugin required to install other plugins (the functionality of this plugins was integrated in the core).
