is there a possibility to hide a specific work package type to some users and to show the type to others in some way?

What I'm trying to achieve is the following:

We have different departments with their own custom fields needed inside of task. Therefore it would be great to show a newly created work package type only to a specific group of members (=the department).
I tried to achieve this by disabling the work package type for all projects and have tough that when I activate the specific type for a project al sub projects get this type too - but they don't inherit the specific work package type.
