Customizing outgoing emails

I want to customize the outgoing emails for my openproject instance. From looking around it seems the best that can be done right now is modifying the template files directly, so I found the user_mailer folder with the template files on my instance. I made some basic changes to the test email template, but upon sending a test with it appears that the source for where openproject pulls it's data for referencing templates is somewhere else entirely.

I'm currently on OpenProject version 15.3.2 Does anyone know what files(s) I need to change so my outgoing emails will be appropriately updated?
