In the Users and Permissions settings, I have check box Archive Projects. How can I give a non-administrator user the permission to unarchive projects? Beacause at the moment they don't see the Archived projects page.

at the moment, only an administrator can unarchive projects. I searched for related feature requests and found these as most related to your use case:
If it is just for the non-admin user to see contents of a project without unarchiving it, the latter might be fitting. I encourage you to add your vote and thoughts on this as a comment to these feature request.

I have a related question:
Who can see Archived projects? My impression is, only the person who archived the project can see it.
Other colleagues do not even have the Archived projects category.
Do we do something wrong?

currently, users who have a role with a permission to archive projects can archive them. They do not see the archived projects in the project list though.
Only a global administrator sees the archived projects and can un-archive them.

Anyway, I think it could be of advantage, if other project members can see archived projects.
Indeed! Feature Request #52655 would enable all users with a certain permission to see archived projects.
