Cannot connect to OpenProject Postgres db using an external tool

I am able to connect to the OpenProject Postgres db using psql on the server where OpenProject is installed, but I cannot connect to it from my laptop.  I am using the same port number that I see in the config DATABASE_URL (which is 45432) but I get an error: "Connection refused".  Is there some configuration change that I can make to make the database accessible externally?
