can Work package categories be shared within subprojects or create them like "globally" ?
if not, that could be a great enhancement for future versions.

categories are currently tied to the project their are created in. There is at least a feature request to add a filter for them to a global search: https://community.openproject.org/wp/36713 (added a +1 vote)
I recommend you to check out whether custom fields are a suitable alternative in your case. They can be used almost the same way and can be deselected in projects where you do not need then. This guide explains that in detail: https://www.openproject.org/docs/system-admin-guide/custom-fields/#manage-custom-fields
