When I look at the workpackages in this OP site, I can see a section "Rice Prioritization". Is this section can be available on an on premise installation ?
yes, these functionalities are also available with an on-premises installation. The section you mentioned is basically a new attribute group in a work package form. This new group then gets custom fields added. So, to set things up, you need to create the custom fields you want to see in the new section [1] and then create the new section for each work package type[2]. Keep in mind that adding new attribute groups is an enterprise feature though.
