Documentation and Deployment discrepancy

I'm running a Community Edition version and I'm looking to have a Google Sing-In for my company. Here is where the discrepancy appears.

In the project documentation here the feature of OpenID Providers appear to be a full access feature. However, in the instance I'm running I get this view:

Showing that OpenID Providers is an Enterprise feature.

My questions are:

  1. Is the documentation out-of-date?
  2. If not, is there a reason why I'm seeing OpenID as a premium feature instead of a regular feature?
