Project Admin Cannot Change Work Package Status

We ran into an interesting issue this morning... not sure if anyone else has run into this? Open project 12.2.2.
One of the project administrators was unable to change the status of a work package this morning. He was able to go into other projects that he was a member of and change them, but in projects where he was only assigned "Project Admin", he was unable to change a status.
Modifying his role and adding "Member" appeared to have corrected the issue. We have not modified the default "roles" in Open Project... is this a bug or some other configuration issue?

i think it is a feature that Project Admins do not have to have all rights of Members. I came across this point already, too and learned that this works as designed :)

I just reviewed the Administration / Users and Permissions / Roles and Permissions, compared the "Project Admin" role to the "Member" role and the "Project Admin" role has more permissions than "Member". The "Member" role does not have anything selected that is not selected in "Project Admin"... so this does appear to be a bug or documentation issue.

PS, if it is not reported it might be also not fixed because it seems to depend on more than what is explained here.
