sure, this should work. If you install the Community version of OpenProject, you can also include GIT/SVN Repositories to the projects or use our GitHub integration.
Keep in mind that the projects either need to be Public (in order to collaborate openly with everyone) or that members need to be invited in order to collaborate in a project.
You could for example create a public list of existing startup projects, incl. description and project Admin etc. so that people see what projects there are and then e.g. ask the Admin to add interested people to the project.

How can I create a page that allows me to create "entities" such as startups or companies and list them?
Each startup or company could be created as a separate "Project" in OpenProject.
