'Responsible' users are not receiving emails

We are using OpenProject ver. 3.1.0 and for some reason, when we setup a work package and select a user from the ‘Responsible’ drop down list, everyone except the ‘Responsible’ user gets an email update on the task. Is this a bug or just a setting i missed on the configuration page somewhere? Email seems to be working fine for everything else. If anyone can help me resolve this issue i would be greatly appreciative.

Hi Barry,

yes this is a bug. I create a ticket for this #10070 but I can’t promise when this will be fixed.
