"Updates on watched items" checkbox grayed out

Hello,
just updated from version 11.4.1 to version 12.1.4 (shame on me for waiting that long!). Now the notifications are different than before...
I (and no admin) can uncheck the "Updates on watched items" and the "I am @mentioned" checkbox in the account specific notification settings.
Is this intended behaviour? Is it a Enterprise only feature to disable this? We are using the community edition...
