Subproject filter not available for all members

Hi Folks,

we are using OpenProject 11.4 in our company. 
According to https://www.openproject.org/docs/user-guide/work-packages/work-package-table-configuration/#filter-for-work-packages-of-a-subproject it should be possible without restiction to filter for subproject tickets in a parent. 

Actually that filter is available on my account. But a colluege of mine (with absolute identical rights) does NOT have the option to select that filter. 

Is there any dependency we are missing, or is it more like a bug?
