Restore openproject 11 from backup created from administration panel

I have created a backup using the admin panel, but i have a question.  How do I restore it?  I can find lots of documentation on how to do it via command line or by trying to move files back and forth. But I'm going from a docker image to a server based installation, and im trying to get this done as efficiently as possibly.
