time and cost reports - public and private reports visible everywhere!

Hi,

as a project manager I manage several projects in OP and each project needs its own time and cost reports. 

What is the reason that the public and private time and cost reports are visible in all projects?

How can time and cost reports only be assigned to a specific project?
