best practice for time budgets (in contrast to cost budgets)

Hi all,

I know "Multi-project resource management" is work-in-progress (#30639 ) and I know the feature https://www.openproject.org/docs/user-guies/budgets

What's currently the best-practice to somewhat define "time-budgets" - in contrast to cost-budgets? Because currently one can log time indefinitely on work packages. I know that I can create reports via "Time and costs" module, which can show me the actual spent time on projects/work packages per user.

My goal: Define for each project member individual "budgets of time" they can spent.

Example:

User foo / Project X: budget 1000h, currently spent: 500h

User bar / Project X: budget 800h, currently spent: 900h

User foo / Project Y: budget 400h, currently spent: 400h

Any idea/suggestion? Or maybe I'm missing something essential.
