Trying to create new Project in Free community edition

I downloaded openproject free community version onto my mac desktop with Docker container.

I was able to open a demo scrum demo

http://localhost:8080/projects/your-scrum-project/work_packages

But when I tried to create a new project, it said my account needed to be activated by administrator.

Since it's free, why account need to be activated?
