Custom development to enabled hour limit in project

I need my Open Project Community installation to be modified for the following needs

1. Need to customize Open project to define project hours during project creation. 
2. Once a project has exceeded the assigned project hours no more hours can be logged into it.
3. Admin should be able to edit and update the assigned project hours. 

I had posted this in upwork too, I don't have any Ruby expertise and I am willing to pay for this can someone please help me out here. Not sure if I am allowed to post other site's links here, if anyone is insterested to take this up as a job please ping me.
