Overwrite users e-mail settings

Hello, 
some of our users have set their e-mail settings to "no event" and therefore do not receive any notification of events.  Personally, I respect this decision, but it effectively renders our internally determined workflow meaningless as these individuals do not respond to events that affect them. Other people may wait for a response on comments or question they asked related to a work package, but the answer never arrives. So they have to spend extra time to get feedback via another channel. 

Is there a way to override the user settings, or force sending a notification on mentions?

This may not be the right way, as users will always find a way to block e-mails (for example, through rules in the e-mail client). Also, I and other users see e-mails nowadays only as an outward-facing interface. For internal communication there are other and better solutions. As an idea, maybe a notification system integrated in the web interface of openproject would be the better approach. Are there already plans?
