Dear, is it allowed to use a self hosted community version to service clients and ask a fee for those services? Best regards, Wouter

Dear Wouter,

the legally binding answer can be found in the license agreement (GNU GPL v3; https://www.gnu.org/licenses/gpl-3.0.en.html)..) Please note that if you add code to the Community Edition the same license will or may be applicable. 

If you'd like to provide your clients with OpenProject I can recommend the reseller program (https://www.openproject.org/reseller-program/) for Enterprise on-premises. The Professional Support that comes with it could be a good selling point for your clients (apart from the premium features like Agile Boards).
