Hello,
unfortunaltely there is no possibility to change the members of a template or a project which is to be copied before saving/copying.
If you have a template populized with members everybody receives a mail that the new project ist copied or saved using a template.
As workaround it would be nice, if the account of "project creator" using a template or copying a project is automatically the only member (project admin) after syving/copying the project.
The "perfect solution" would be to be able to edit the members before saving a project using a template or copying a project.

if you'd like to gather more input before opening a feature request this could be a good place, otherwise you could create a feature request this way: https://docs.openproject.org/development/submit-feature-idea/
As a workaround I would suggest setting up a template project without members (using the template project feature from release 11.0). Then the person creating the project can choose whoever should be in there.
