As a workaraound you could add the permission „Create subprojects“ to the user role „Member“. This way every project member will be able to create subprojects within/below the projects he/she is a Member in.
Hopefully there is a way to default new member in create project role.
Imagine user come from LDAP, basically they all are employees, allow them to create project should be by default.
Please ... don't tell me it is Enterprise Edition ;)
Another way would be to write a short script to iterate over all users assigning them this role. This is possible in Community Edition and Enterprise on-premises.
