Unable to find button to "Delete" user

I created a test user to test email notification. I'm now trying to delete it, but I don't see the "Delete" button that the docs suggest, only "lock" user. Screenshot is attached. Is there something I am missing?

I was missing the option "User accounts deletable by admins" under Administration -> Users -> Settings.
