Tracking times on another team members behalf.

I am just scratching the surface with OpenProject.  I need the ability to track other team members times on their behalf.  Our business operates by the project manager tracking the other team members times.  Is there any way to do this?  I've searched around a bit and have found posts from a few years ago saying it wasn't possible.  Is this a feature that has been added?
