As far as I can see, Project Admin are able to add existing user to their projects, but still not able to add new users to the system. As a global open source community it is an absolut horror to give global admin rights to everybody that needs to add new users to projects. And admins will kill us id they need to add every new user :)

Is there a workaround actually or a way we can add it to the backlogs? Is there a way we can support the development?
