User with full project-control but no administrator rights

Hi everybody,

we use openproject (community edition) in our company in different departments since december 2019. Our IT wants to have only one person with administration rights.

Problem: some functions like "delete a project" or "see all Projects which exist" are only active, when the user has administration rights. This would be needed for example for the head of the department.

Now my Questions:

  • Is ist possible, to create a new role for this problem?
  • Or is there another way to split administration rights for the system from those for the "content" like projects, work-packages and so on?

All hints are welcome...
