Unable to delete status items

I try to reconfigured the status and workflows of an empty project/empty openproject installation.

However I am unable to delete unwanted status like "in specification". The error message is always "Status can not be deleted....used by at least one work package"....however there are no working packages...fresh installation...any idea?
