Is there a special permission to allow members to add attachments to their Forum posts?

Right now with default settings the members of a project can not add files to their forum posts, because they do not see the "Drop files here or click to add files" square (see picture bellow).

The project admin can add attachments and the "Drop files here or click to add files" square is visible (see picture bellow).
