Work Package - Problem with next/previous task

Hi,

I created two tasks.
The second can only be started at the end of the first. 
The problem that I have found is that a member can close the second task without concluding the first and this in my opinion should not be possible because it is not yet closed the first task.
If it is possible how can i fix it?
