**Preconditions**

- Project exists and user has permission to copy project.
- Work package module activated.
- Large number of work packages exists (in test: 1652)

**Steps to reproduce**

1. Go to project settings and select “Copy”.
2. Check “Work packages” and “Members” and confirm.
3. Navigate to newly created project and compare number of work packages in new project to number of work packages in original project.
4. Copy a project via admin settings - and observe are very similar behavior

**Actual behavior**

- Only a fraction of the work packages are copied (in test: 5 (out of 1652)) (when copying via project settings or admin settings)
- This seems to happen only when a project with a large number of work packages is copied (e.g. when copying a project with 12 work packages, they are copied properly).

**Expected behavior**

- All work packages are copied unless there is some error (in which case there should be a clear error message).
