**As** an OpenProject administrator
**I want to** find the settings for work package priorities and document categories in the existing settings for the modules
**so that** I have everything in one place.
**Acceptance criteria**
* Move `Document categories` to admin/files/document-categories and rename the menu to `Categories`.
* Move `Work package priorities` to admin/work-packages/priorities and rename the menu to `Priorities`.
* Primerize both pages
**Technical notes**
* Time entry activities have already been moved
**Permissions and visibility considerations**
* _No changes to permissions_
