**As** an administrator
**I want to** be able to configure SSO authentication with two-way OAuth as fallback,
**so that** all authentication modes supported by the backend code are also accessible to me.

**Acceptance criteria**

* An additional authentication method is added: "OAuth 2.0 SSO with two-way OAuth 2.0 as fallback"

* When chosen the admin has to configure nextcloud audience, OAuth application and OAuth client


**QA Notes**

The followup feature ##61623 already changes the UI implemented here. It changes the UI to configure the Client ID of Nextcloud and adds some additional radio buttons there.
