### Steps to reproduce

1. Have a global role with a defined workflow (which was a buggy behaviour before the fix in <mention class="mention" data-id="44936" data-type="work_package" data-text="#44936">#44936</mention> )

2. Try to remove an already defined workflow in OpenProject 15.1


### What is the buggy behavior?

* It&#39;s not possible to remove a workflow from a global role

* Unfortunately this global role is a default role, which can&#39;t be removed from users having this role and therefore can&#39;t be deleted in OpenProject


### What is the expected behavior?
