When creating/updating budget there is ‘Planned Labor Costs’ fieldset, in case if to add new planned costs without selecting any user and submitting the form, a successful message appears though no data for ‘Planned Labor Costs’ was saved.
<ins>Preconditions</ins>
User is allowed to create a budget.
<ins>Steps to reproduce</ins>
1\. Select any budget or create a new one
2 . Press “Update”
3 . Scroll down till ‘Planned Labor Costs’ fieldset
4\. Press “Add Planned Costs”
5\. Fill in all fields (Hours/Comment/Planned costs) but do not select any User
6\. Submit the form
<ins>Actual behavior</ins>
After submitting the form a successful message appears though no data for ‘Planned Labor Costs’ was saved.
<ins>Expected behavior</ins>
‘User’ selector is required , so an error msg should inform about it in case if no value was selected (same behavior as for ‘Cost type’ selector on ‘Planned Unit Costs’ fieldset)
