As a system-wide administrator
I want to permit the usage of the _Public project_ settings in the project details by my user base (e.g. project admins)
So that sensitive data is not made public by accident
Acceptance criteria:
* Is is possible to restrict the usage of making a project public by non-admins (maybe via a global permission?)

Original user story:
The "public" setting allows projects to be seen by anybody in the hosting organization. This is very powerful and should be limited to Administrator-tier accounts to prevent users accidentally enabling this, exposing the contents of the Project to the organization.
